While Rockville homes are some of the most gorgeous and sought-after in the Maryland area, opportunities for lower-income living do pop up every now and then in this community, and it’s usually with the help of generous contributions from local home owners, charitable organizations and state departments. Such was the case when the 67-unit Halpline Hamlet apartment complex had its ribbon-cutting ceremony in mid-September after four years of planning and development.
Montgomery County Executive Isiah Leggett and other high-ranking state officials were on hand to take part in this special day that saw the hard work of the nonprofit Montgomery Housing Partnership finally come to fruition. The MHP purchased the property located by the Twinbrook Metro station in 2009 for $5.9 million. It has since poured more than $13.1 million—much of which came from state funds—into the Halpline Hamlet project. Part of this came through a 2011 ordinance passed by The Montgomery County Council at County Executive Leggett’s suggestion that used additional state funds to improve Halpline Hamlet.
The result, as seen at the ribbon-cutting ceremony, was the 67 one- and two-bedroom units—50 of which are classified as low-income housing—having amenities including energy-efficient appliances, brand new kitchens and bathrooms, and handicap-accessible ramps.
The success of the project, which cost about $19 million between the property purchase and development, should be credited largely to the MHP, which is no stranger to an undertaking of this magnitude. As the county’s largest nonprofit home and apartment developer, the Silver Spring-based MHP manages the Bealls Grant Apartment complex in Rockville. Located at at 254 N. Washington St., the Bealls Grant complex is roughly the same size as Halpline Hamlet, with 60 units making up that space. Given MHP’s success with that nonprofit Rockville housing complex, local leaders are optimistic that Halpline Hamlet should thrive under MHP’s management.
